this is completely disgusting. we're dealing with a similar situation at american university right now... http://voices.washingtonpost.com/campus-overload/2010/03/column_questions_date_rape_ang.html and the worry and shame you feel for the state of virginia is matched by that i feel for my alma mater. they will certainly not be receiving many donations from me.
